Women are girls who have developed.
But there's a secondary meaning of "woman" as a virtue signal for those who had never developed or only did so in a relatively diminished manner but nevertheless feel it in themselves to embellish the trope either for feminist jingoism sentimentality or, conversely, neoreactionarily Zeitgeistian contrarianism.
Most females are sadly the latter.
