I bought my mom a Toshiba Chromebook and she's very happy with it. It has all day battery life, she can surf the web and doesn't have to worry about anything.
It's nice for me too because she can't break it.

Take a quick trip to a local computer repair shop and ask them to show you the back repair room.
Dooooooon't buy any of the brands you see in a pile for repair.
Also whatever you buy. If it has a hard drive make sure you have used Google to check out the history of that basic model series. Some are failing at very high rates currently. You might even get the repair guy to give you some advise if you ask him - Hey dude do you like Coffee and why don't I get you some at local Starbucks. If anything is important to Mom make sure its backed up - SSD - Odd how I see broken SSD's in repair shop however lots of Laptops are treated poorly for field work and tossed into Vans car trunks on floors so internal connections to Chips you can imagine what goes wrong.
Just about every day I go by a IT Tech Computer repair dept of a HUGE Company and see so many machines in a pile for repair. Back when IBM made Think Pads they were of unique quality. Lenovo? Not exactly IBM anymore.
Best Lap Top brand has to still be expensive Apple. The company I am most familar with and they buy employees Apple or PC its up to the Employee - Few in shop compared to PC's/Labtops VERY FEW.
I once recommended Samsung but not anymore - I remember when Toshiba was of much better quality. Stuff I work on - Programs buy Laptops by the 1000's as part of a test program and brands vary depending on project needs and not so much the brand itself. Frankly if it were my own money I wood buy Apple - Oh and I no longer own a modern Apple but then again its not me buying much of anything because clients hand what I need over to me. (comes with limitations like they just pulled my one and only Win10 unit away and said NO Win10 for you till we release it back with Win10 Enterprise and I will probably be dead b4 they take the time to make that work system wide/company wide.

You mean back b4 they got super thin so when you are out and about and repair shops are all over the place n why? Cause that is why as its a very good business to be in except one has to deal with dumb as fuck customers who want more than they are willing to pay for on a repair - Stop by and talk to a tech about how good laptops R
Me is now taking 2 of them to (two different brands) to a Cell base station and leaving one for the T-Mobile tech so he stops bugging me cause his ASUS has loose screws or washers floating around inside his unit after he did his own self repair - Me? If I repaired it it wood have many washers floating around. Damn little building that was never designed for more then one person at a time nor is it really designed for people at all - Now has up to 4 at a time daily working on their own issues while I try and slap my latest breadboard in and not kidding - I use masking tape to hold shit down on temp basis
Building is owned by Verizon and all telco based companies have hard fast rule - No tape of any kind even for marking anything is ever allowed. They even have a quality control person that goes building to building to inspect for wire out of place or even a patch cord not properly placed to look GOOD - Tight assed they are

Honestly depends on how much you're willing to spend and the main purpose it's going to be used for. I'm assuming that your mom isn't going to be doing some heavy duty gaming, so any in the $300-400 price range should do. Most of them are the same or similar in quality.
