I suppose technically it's a drink, but pure alcohol (ethanol) is a drug. Similar to how Red Bull is a drink but it contains caffeine (a drug), or opium tea is a drink but contains a drug. Beer is a drink containing a small amount of a drug similar to Red Bull.
