They’ve decided to take back Pepe by adding swastikas and other symbols of anti-semitism and white supremacy.
"Take back" Pepe? That implies Pepe was alt-right from the start, and the "teenagers and pop stars" turned him into an "innocent meme". But wait, at the beginning it says:

So which is it? Is Pepe being "taken back" or "co-opted"? It can't be both!

There are several, maybe two or three, steps to this process. Consider them one at a time. Recall when OJ got into trouble in Las Vegas. Firstly, some people stole his stuff. Next, he went to get his stuff back. And he got into trouble for trying to get his own stuff back.
