Maybe not the best place to ask but hotmail updated recently and I've noticed that if I'm sent an attachment and DL to my phone the attachment is then missing when i open the email on my desktop. Shouldn't the attachment stay with the email?

Because it works and i havent had issues with it before plus I've used it for over a decade and all my clients and contacts know it. What's a good alternative?

I don't know that there is anything fundamentally wrong with using hotmail or live.com email addresses. It's just that back in the day you could get a hotmail account with about 5 minutes of effort. As a result, most of the spam you got came from some hotmail address. It's still kind of associated with scammy weird shit or old people who answer Nigerian email scams.

I still keep hotmails and yahoos and gmails and they all piss me off for one reason or another

Specially if you are already migrated to the new outlook portal that relies fully on exchange. If there's one thing Microsoft nailed, it's Exchange, there's a reason it's standard in an Enterprise setting.
It should stay attached on both, check the setting on your phone, perhaps you have something like "Delete email from server when downloaded" etc... what mail client are you using?

It should stay attached. I use hotmail yahoo and Gmail. Hot mail is punishing me because I use Adblock. After multiple warnings they now gift me with three to four spam mails daily.
Yahoo recently added one sticky ad per day at the top. Gmail is totally professional.
