Ever heard the saying that if there is a god then everything is permitted? Like when you see yourself as the instrument of god then petty moral considerations don't enter your thoughts but it's also the other way around, if there is no god then everything is forbidden. How can a empathetic person rejoice in this capitalism where you getting hired means another one getting rejected? He truly can't unless he believes himself to be more worthy then others. Here God comes into the picture, the pervert knows not only what you want from him, he knows what god wants from him and he acts it out.

Yes I know it's usually said the other way around but zizek turned it on its head and I agree with him.
It's a life sucking world out there. We try to become what it is that society wants from us, we want to be good people. The thing is though, there isn't a society that demands from you something, it's individuals who do that. So you can please individuals but always there will be a lack of something in your quest for such a thing.
But the pervert knows what "the big other" like society or god demands of him. In this way, the feelings or the "gaze" of "the other" or people is radically excluded, making them impotent to affect you in this way.
