The number you're trying to look up, is it a landline or a cell number?

You can usually tell by the exchange. If it's local number you should be familiar with what a local exchange should look like. They're usually area based, so a given area will all have numbers that start with the same digits. Cell numbers don't do that, and the exchange on a cell looks "weird".
Landlines are pretty well documented. Places like whitepages.com offer reverse lookups, but it's pretty much just for landlines. Cell phones are a little more poorly documented and difficult to pinpoint. Why not try some good old social engineering? Call up and pretend to be doing a survey and say you need their name and address? Most people are silly enough to tell you the truth.
