That was the 1980 astro boy, but I think I remember there be 2 English dubbed versions of the 80s series.

It's weird but also it makes perfect sense to me. Osamu (creator of astro boy) took the fantastical nature of Disney fantasies and applied it to society itself, making a entire world detailed by utopian elements.
