Very insightful. I wondered about it also and I think it was to show us how oppressed robots are. Astro could have used force but in his world, force against children would have meant the end of him.

Osamu Tezuka's early comics were full of sexual innuendos, even the ones aimed squarely at children. Western observers tend to write them off as unintentional humor, but Tezuka was aware that adults were reading his stories and slipped numerous double entendres into the artwork.
