It must be a balance between finding somebody inherently dispassionate but also making sure incentives compel them to do something they in their capacity as least opportunistic party should do well.
Sadly the latter is fraught with an overbalance, typically towards inevitable corruption, as the perks and prestige begin to formulate something of an insidiously inset rot on the psyche of position-holder.

Don't know about hobos, sometimes they appear bigger than life to me. It's like regular people are so caught up in this idea of wrong and right while some hobos are willing to ignore that. Not in a bad way like ignoring something harmful but more able to accept a person as they are.
