The driver was, reportedly, from Tunisia, but no word on if he was with ISIS. Last I heard, ISIS hadn't yet claimed credit.

I find this actually to be one of the most troubling news items from the attack. The primary duty of the state is security and if the state cannot keep the people safe some other group will. A group perhaps less committed to Liberte, Egalite, Fraternite.
