I looked into it. It turns out only black USAmericans have low intelligence. Black African immigrants on the other hand have done exceptionally well.

GCSEs and A-Levels are tests of memory which can be easily tailored to an exact inculcation of the curriculum by rote. It disguises these Black deficits, with the consequence being a grade-inflation. The Black African immigrant in Britain doesn't do better than in America because of his special selection or even necessarily his upbringing, it's this simple.
Meanwhile, these same tests of memory discriminate against the lower-class White's tendency to prefer a more fluid problem-solving approach, comparatively advantaging impoverished Whites to their Black counterparts on the SAT. Hence, more British working class children drop out before completing either. It's an insult to their cultural heritage.

Perhaps I should further reinforce the point of a 'teaching to the test method' in that this is formally, in psychology, referred to as a mediative technique, and mediation tests were indeed performed on the administration of these methods to see the change in outcome of Black IQ, i.e., Black intellectual performance as it appears on these memory-reliant tests. The sample was a class of elite students doing their A-Levels in a Zimbabwean boarding school. An IQ test was performed prior to the experiment and the mean had returned for the entire sample of 83. After 6 weeks of this coaching, a readministration of the same testing battery yielded a mean IQ of 97, just under a standard deviation's increase.
The average Black British person's IQ has been measured at about 89. Of course they will superficially look brighter than Whites for they are privileged both by a devotion of educational resources and attention specifically targeted to them in this fashion, where their facile, glib tongues and primitive rote-memories are a thinking style lamentably in advantage in such a broken education system.
