"B.C.", "A.D.", "B.C.E.", "C.E.", "B.B.Y.", and "A.B.Y."?

I know they are used to label specific time periods, but is there a name to actually describe them?

Also, why do both systems use a type of negative year? Is it really good to organize everything by a specific event in history?
