It's totally true, he uses puppets as a front for a stand up act thats purely racial stereotypes and a gay stereotype. And it can be really rather offensive stuff. People must know that he is the puppets, but it seem like on some base level they just accept the puppets as separate entities, and Dunham as the reasonable straight man.
