It can be run through x86 emulation, either on bare metal/hypervisor (similar to what Amithlon does for classic AmigaOS), or hosted on top of another operating system like Linux. For the latter, DOSBox would probably work, although I'm not an expert at doing this on the Pi.

The pi does not have enough juice to run a hypervisor at any kind of reasonable speed. It also has no hardware support to do this while most modern processors do, which makes a massive difference.

Of course, DOSBox compiles on ARM. I am willing to bet Windows 1.0 will run faster on the Pi than an of era PC.

Hypervisor is implemented at the hardware level which I don't think ARM support it.
