The heel of the boot is probably hollow, and it has developed a tiny hole. Every time you take a step, the air is forced out of the heel through the hole, causing a squeak. When you lift your foot up for the next step, air rushes back into the heel through the hole, and the cycle repeats. Solution: get new boots or deal with it.
