That said I do no of a unique case where Satellites in Elliptical Orbit have dipped below that 99 Miles for just a bit of time and of course swung back up - At the cost of burning up more fuel over time
Atmospheric drag is a bitch to deal with when you drop out of real vacuum of space
Oh and all Globalstar Satellites do Elliptical orbits - Some more so than others and even a few that are almost round - Other people decide to keep the Orbits just at one altitude

Depends on how fast he needs to get there.
Now considering the fact that he only gets around on one of those old people scooters, at approx 2 miles an hour, it wood take about 7.5 minutes. And thats with no traffic, and all the lights are green.
Oh, and if his scooter battery is fully charged.

LEO Satellites do travel from Horizon to Horizon IF orbit is 90 degrees so its over your head at peak of orbit over you - travel time is 15 to 16 minutes - Elliptical orbits vs Circular orbits
17,500 MPH and in round numbers about 90 mins to circumcise the Planet Earth

Pardon the crappy image - I used to be able to post anything I wanted to from files - Now somewhat limited
This image is supposed to represent 32 Satellites. In theory anywhere you go on Planet Earth (Except the Poles) No money to be made n North and South poles so constellation on purpose does not cover the poles
So the way this works is - At any time of day/night the Satellite phone can see at all times Two different Satellites. Send and receive to both at same time. One orbit might be on edge of and above the horizon while the other is going to be somewhat over your head. So the over your head orbit gives you 16 minute of direct connection. The other might be only 2 or 3 mins. With 32 when the 2nd Satellite is about to go away -There will always be another to take its place. Might be 6 or 7 minutes of direct connect and will hand off to the next one that is in view.
That is because you might have a building in the way or trees with leaves and leaves mess up the frequencies by blocking them or adsorbing the energy AND I really mean that. So it takes TWO at all times to be sure you are connected.
Prior 1st Gen used 48 Satellites and all are now parked in place waiting to be brought down - With a minor exception I am currently working on - They are all old as fuck and most have been hit hard by Radiation which has caused much damage - However all lasted far longer then I expected and far beyond the contract design period.
All have enough fuel so they can come down as desired - FCC and NORAD, Weather people and a crew are in charge of this - In my work I have never brought anything down - Only up and keep them working - Takes experience I do not have to bring them down.
This is exactly how you on ground cell phone works. If in car as you are driving - You are in view of almost always several cell towers, except of course when you get near out of range and only have that last one and your bars go down as you end up disconnected. So its the very same. Multiple towers fixed in a hard location on the ground and You are the Moving entity.
In space You are fixed or even moving and the Towers are in Space and they are moving at 17,500 MPH.
