I have a friend who does photography for a living - He also covers 50% of the festivals I go to - Last year in Balboa park here in SD - He was taking pictures of kids playing on a set of stuff they have for kids to play on - GIANT park and have not viewed that stuff - Anyway he was there for a December nights event 100,000+ people. Cops stopped him and asked him why he was taking pictures

When cops stop people they write up a quick report in a little book they carry - Friend said hey look at all I have on my camera and even showed them his web site - He ended up getting hired by one of the cops for upcoming wedding. But cops were clear about taking pics of kids without asking parents permission even in an open park was not cool - Was legal but he could expect if he did it again to get hassled because those are their direct orders from command.

Legally yes if it's in a public place you can take all the pictures of them that you want. You'll probably be met by suspicion and possible violence though.
