A number of US States allow illegal aliens aka not citizens to get DMV - I suspect most require an address - for sure not as permanent resident because in midwest and Calif a huge number of farm workers move from farm to farm when picking crops and states to states and have no permanent residence
Back a few years I used my PO Box as my address and the law said I could not - I figured it was up to DMV to say no to issuing it that way - They did and no problem.
So Chili Pepper Y can't you just go next door to the next province and get your ID sans having to drive?
