i played it when it first came out and it was ok but i didn't like it as much as new vegas, or even 3 for that matter. it just felt like more of the same. but i'm bored and i'm waiting for final fantasy x/x-2 remastered to unlock on steam so i figured i'd give fallout 4 another try

I don't think it was quite that similar. Things were fairly overhauled. The dialogue system, character building, crafting and combat were all pretty different. That's to say nothing of the whole settlement creation and management mechanics, which were quite a major addition.
Though one major change I felt was worse was how using SPECIAL stats outside of combat was all but entirely removed. Charisma is literally the only thing that matters if you're talking to somebody, and there is hardly any use of SPECIAL stats to solve quests and puzzles and such. Add that to the more restrictive dialogue system, and roleplaying is very reduced.

Idk I got to the part where the game lets you build the first settlement and I was just like "how is this different from FO3?". Walking around felt the same. Graphically it felt the same. Combat felt a little more refined i guess but not appreciably different. I just don't feel the difference.

it did reuse assets and things, but that was because it was a third party spinoff. mechanically it is very much different. it pretty much made fo3 obsolete in my eyes.

It's kinda subtle, but, for me, the combat AI was way better. Enemies make heavy use of cover, they will retreat and hide if they can't get to you, they'll lay down suppressing fire to keep you pinned. Much better than the enemies in 3 and NV.
I don't want to go off on a whole tirade at you because you didn't enjoy it. That's totally fine. All I'm getting at is I think it's an oversimplification to call it a reskinned 3.

Do you know about Pillars of Eternity? Obsidian, the guys who made NV, made it themselves via Kickstarter.
It has really great RPG mechanics, with your character being able to build up "personality traits" that unlock new responses and affect how people react to you. Same with stats.
It's based off of older, isometric RPGs like Baldur's Gate, but the mechanics are very modern and accessible. Give it a go if you like immersive RPGs.

Oh, no, it's not an MMO or multiplayer at all. This is full-on single player, narrative game. If you like RPGs with a heavy emphasis on roleplaying and complex companions, you'll like this.
The gameplay is solid too. Character creation is very fleshed-out, but anything you come up with should be viable.
Look up some YouTube videos or some reviews, if you're on the fence. They should give you a good idea of things.

the best rpg is wow. i'm always suprised when rpg lovers say they never played wow. it's absolutely the best rpg.
wanna use your charisma to advance past hard content with conversation? cool, make some friends who will carry you. there's just no stat to stack, gotta just be charismatic.
especially the "vanilla" content with the branching story arcs. the even leave lots of room for character back story, you aren't forced to RP one pre-backstoried character you make up your own (if you want) and your attitude and playstyle do the rest.
it really is/was the best rpg i ever played. everything else is lacking in some major RPG elements that make it feel like your choice doesn't matter. at least in wow your choices really do.

New Vegas was more fleshed out. The use of SPECIAL and skill outside of combat was more interesting and varied. The main quest was way better, letting you pick what side to support rather than having to support one side to advance. You also had faction reputations, letting you choode who your friends were. Weapon modding was also a thing, and the companions were more detailed and had personal quests.
And, most importantly, New Vegas gave you the opportunity to fuck a robot prostitute named Fisto.

Oh! Also, I really liked the ammo types and crafting mechanics that New Vegas had. It was pretty fun to be able to give your gun some extra punch by making better ammo for it.
