Bullshit. Heritability coefficients say one thing. Within a population/group/ethnic-cluster, whatever the fuck you want to call it, breeding patterns between phyletic-cladistic strands of socio-economic and/or heirarchical groups differed considerably among each of these.
Whites had developed aristocracy, but also developed serfdom, and this apparently had capitalized genetically on the greater variability of men specifically, such that extreme high and low IQs are both pretty prevalent.
Eurasian cultures weren't as heavy on indentured serfdom as they were aristocracy, and preceding this, prehistorically speaking, a lot of thier intellectually weakest who could be indentured to such an arrangement died in the Fourth Ice Age Siberian tundra. Hence, narrow distribution, slightly higher average.
Negroids developed no aristocracy, nor had they needed to. Nothing needed to be worked due to the tropic's fruitfully abundant cornucopia of naturally available foodstuffs. No serfdoms either.
