Without beating the shit out of the finish, i plan on bluing the blade afterwards, and scratches from a steel brush would mar the blade.

Thats a paradox, shitty steel doesn't rust due to the added chromium zinc, High quality steel rusts because of the absence of chromium and other trace metals

This. But, also, polishing is the process of using finer and finer grades of abrasives. Start with course steel wool and WD-40 as a lubricant to remove the rust, and then use finer and finer steel wool to polish. After that you'll need to polish with liquid polishing compounds or something along those lines. Eventually you'll end up with a mirror finish to the blade. But, bluing a piece of steel will also mar that mirror sheen slightly and you run the risk of permanently discoloring the blade if you don't heat it evenly.

Clean light rust on high carbon steel items, such as bicycle chains, pocket knives and bolt heads, with a spray of an aerosol lubricant. Apply the lubricant to the rusted area and allow it to sit for 60 seconds to break down the rust. Scrub the surface with a wire bristle brush to remove the rust.

The bluing is to prevent future rust, im not worried about the finish as much as the rust getting caught in my honing stones.
It takes hours to get the rusted steel out of the pores.

I don't think pedal bike chains use High carbon steel, nor do most pocket knives. Stainless just can't hold an edge for shit.

use a good, say 1000 grit sandpaper and a little water. How do you plan on bluing it? with an acid bath to create a real black oxide coating, or with selenium dioxide based bluing paste?
