Topic: My neighbours keep leaving rubbish bags out the back alleyway and this is bring rats into the area.

Help. This is happening very regularly.
For some reason at least one of my neighbours (3 doors down) is choosing to leave bin liners full of their rubbish in a back alleyway. This would be fine if they used a wheelie bin.
Perhaps they don't have their own bin since moving in, but there are plenty to be used in the back alleyway as this is where the whole street keeps them -- it seems to be how most streets in Belfast are designed.
There are clear signs or rodents getting at the bags & recently there was a local newspaper article about a rodent issue in a nearby street. It is disgusting and I could go on about why it is bad but what should I do?
Should I move; leave a note; knock on their door; continue relocating their rubbish bags into the nearest wheelie bin?
What to do?

Put their bags on their porch during the night. Rip them open and let the rats feast there.

I suppose I could dump them on their front door. No need to rip them open as the rats'll do that themselves.
I don't know what I'd say if anyone saw me.

Get an air gun, a case of beer and sit out on the back porch and make a game of it.

Just leave them a note, telling them what you told us about the rats. If they don't have a bin, tell them they can use yours or another neighbors bun

Humanely guide the rats back to Louie's apartment.

Wow, a sane and reasonable response. What is this?
@OP
Brick through the window. Optionally attach note to brick.

I think I will put the unclaimed wheelie bins outside the houses with loose rubbish bags. There are about 6 that don't seem to be claimed.
If that fails I shall go with the note.
