Yes and no. Rhyming slang is a seperate thing but draws on the Cockney culture for many of its saying and vice versa. The two are bound together and pretty well impossible to seperate

Cockney as purely an accent is a distinctive form or sub accent of the overal London accent. Cockneys,[ those born within the sound of Bow bells] do not carry on conversations in rhyming slang for the most part. But it is part of their Sub culture and most can and do use slang from time to time. Nor do they dance around with their thumbs in their lapels kicking their legs in the air singing "Knees up mother brown"
