First, have you checked out the /r/makeupaddiction Holy Grail lists? (Check the sidebar.) I like their recommendations a lot. Second, re: re: re: eyeliner troubles, what kind of eyeliner are you trying to use? You will have bad results with liquid eyeliner until you get a lot of practice with eye makeup in general, and a lot of the drug-store pencil eyeliners are just total shit.
I suspect you'll have better luck with a gel-like eyeliner. Urban Decay's Glide-on Eye Pencils go on really nicely and stay for a good 8-10 hours, they are meant to be smoked/smudged a bit (use a pointed or skinny eyeshadow brush to smudge out any errors). Marc Jacobs' gel eyeliners are also decent, but they have a tendency to dry out quickly and fall out of the container.

The colors are not as bright as they appear online (the blue and purple are very wearable professionally, for instance), which seems to be the only thing people complain about the set. And it's a very good value, a full-size of these pencils is $20/each. Only downside is they are difficult to get a good point on when you go to re-sharpen. Put them in the freezer for 10 minutes before sharpening for best results.
Sephora also has a return policy allowing you to return products even after you use them, for a full refund.

The eyeshadow you will get at the drug store (and even some department stores) always comes with little sponge applicators.You must invest in a quality set of brushes. You can't blend eyeshadow properly with sponge applicators. You can start with something like this--not the best quality, but very workable and travel friendly.
You may be trying to apply foundation with your fingers. It is hard and it wastes foundation. A beauty blender will last forever, gives a much nicer finish, and saves on the amount of product you have to use.

It's super full coverage, will deal with acne, big pores, covering up facial hair, whatever. It can look cakey if you apply it without the beauty blender, so it's really worth springing for both.

Okay, so back to the Sephora.Contouring and eyebrow maintenance will be two key factors in feminizing your face. They are also the two easiest-to-fix issues. Mongoloids are always going to look like mongoloids, even with proper eye makeup or lipstick. But anyone can get strong cheekbones/minimize nose or bone structure issues, and achieve nice eyebrows.
There is no excuse for looking like you have bad bone structure or bad eyebrows. None.
Sephora already has tons of resources on contouring. Look at some of the contour makeup kits and watch the demo videos too.
You'll want a combo kit with highlighters, bronzers, and deep contouring powders. I have Anastasia Beverly Hills' Contour Kit, but it runs a bit "cool" in my opinion (for people with pinkish/bluish rather than yellowish skin, look better in white than off-white, have blue rather than green veins). I intend to get Kat Von D's kit when this one runs out, it is more balanced in tone and has much better reviews. But I still have a bunch of product left in my contour kit + a few other products that can contour, so I can't justify that purchase yet.
Powder contouring kits are better for most people. Only go for a cream formula if you have really dry skin. Cream formulas require more prep to ensure they stay in place and can tend to interact badly with other face products. Powder is easier to work with and will last longer.
For a cheaper contour, take a look at NYX products on Amazon. They are better than drug store products although comparably priced. My favorite concealer remains their Wonder Pencil. it is the perfect texture to fix nose discoloration. I wish they would come out with some color correctors with the same formula. Sephora doesn't carry NYX.
