You generally get better at anything the more you do it. It's all training your motor skills, recognizing your own sensory feedback, judging what needs to be done or re-done. Think of driving or playing the piano or public speaking or conversation, or any life skill, the more you do it the more you automate the parts you had to think about yesterday. You might suck at something initially, but if you keep doing it eventually it will just be routine. Eventually you won't have to think about the small details any more and you are free to focus on the larger picture.
I don't wear much eyeliner, so I might not be able to speak to that skill specifically. (caveat: young goth me wore my fair share of guyliner) But doing something over and over (practising) generally helps to form useful habits that eventually become skills.

There are guys with some crazy makeup skills. You really need to come out to west Hollywood if you doubt that. I don't see why Cathy couldn't work at it and become proficient like anyone else trying to do a thing they want to do. What kind of eyeliner are you using? You're going to suck at liquid liner for a really long time. It's hard to apply correctly. If you suck at gel liner, you probably just suck.

Right now, I just bought makeup removal and foundation, I have an eyeliner pencil though. My mother actually got that one for me since she felt it'll be better starting out with.
