Never heard of it before. If you provide us with a way to thumbnail that in PHP (Actually reduce image size & file size, and preferably save the thumb as png), sure.

Just allow the extension? It's just like any other image, it's just a new file type. Treat it like any other image on the site, no special PHP needed I think.

If you care about saving bandwidth, implement this and use the .jpg to WebP converter to convert all the images on the site!

imagemagick does work with Webp, but it requires some experimental add-on iirc.
But pretty much no, it wouldn't work without a whole lot of expended effort, and seeing as there are no benefits really, why bother?
