Fonts are specified by name. Everyone visiting your website must have the font installed (with exactly the same name) before they are able to see it. If they don't have the font, they will revert back to (usually) Arial or Times New Roman.

Web-safe fonts are a bunch of fonts that are included in all (most?) web browsers, so it is safe to use them on your website. If you pick a non-web-safe font then sure, you see your pretty font, but almost no one else will because they haven't installed it.

Webfonts are a newish thing. They have your web browser download the font from a server, and use that. It increases page load times, bandwidth usage, all just so a custom font can be used. Totally pointless.
