These passengers weren't in a wheel chair though. When was this picture taken? I rarely ever see a person in a wheelchair be loaded onto a bus by a police officer.

1) That wasn't the bus I took today.
2) There wasn't anybody in a wheelchair on-board. Though I suppose they got off. I suppose this was the case though since it usually is, but my question wasn't why it ran late. It was how there could only be three people on-board. Usually the really late buses carry a full house plus two wheelchairs.

Catherine, maybe they dropped off some passengers before they picked you up, maybe there was traffic, maybe th bus broke down and had to be switched out, maybe someone was on the bus was in a wheelchair and needed to be removed before your stop?

Yes, the wheelchair possibility was established as the most likely candidate, but the passenger one is too. Plus it's not like I've ever actually rode the full route for this bus anyway. Another bus that is notorious for running late has such a mass of humanity crammed onto it as well as the addition of not one but two wheelchairs. If you were to add a third they'd have to call for a supervisor to pick them up. I should maybe ride this route all the way one day and see where it goes. I heard it goes very far which makes me impressed that it could be at my bus stop in an hour's time.
