Internet is its own network.
Cell system can access web-email.

Access is a set of steps. Switches must be thrown in the proper order.
To do it your way could be done if someone designed a 3rd party application. Doubt anyone is going to do that for you.

Not without knowing in advance the carrier (the person you want text to go to is using) that you want to send the text to.
Also several carriers do not except outside entry because of spam blocks and infection attempts via email. Verizon for instance.

There are carrier lookup services.

It can be problematic with some carriers. I think a lot of the carriers just greylist to prevent flooding, so it can take a while if you're just trying it.
