What is the purpose of "web panels"?

Its similar to a tab. You can place this tab/panels along the side of your webpage. Its really just a larger tab as in rectangle. Has value maybe.
With this USA election and so much fun stuff to keep track of I thought perhaps the larger tab open views might be of value. To much clutter in my opinion.

Also, why is it that whenever I try to click on the little account circle at the top right page of YouTube to switch YT accounts, it just blinks in Vivaldi.
Is something not rendering right?

No clue. Have not even tried youtube in Vivaldi. Also your question about panels. I assume you have tried Vivaldi tab stacks? The web panels are really just a larger open view of the tab stacks. So you can see a mini view of multiple web pages.

Yes, this only happens when I try YouTube in Vivaldi and I do believe I have not tried tab stacks.

Betting you have over time tried to open and resize a browser window so you can see two or four all at the same time on one screen. Tab stacks as Web panels do exactly that without the bother of the old way. Cannot try your youtube issue because I do not even have a youtube account.
