I have no idea what plugin it might be, but whatever plugin is doing this thinks that I am trying to *use* the area I am placing blocks. It must equate right clicking with attempting to use something, and when it fails to be able to check if I have permission, it throws the message.
Maybe the chest protection? I dunno...
