Cross-border bank transfers are even worse for fees, but in Europe you can pay people in other countries in Europe easy peasy

A lot of banks now offer ATM fee reimbursement but seriously why not just buy whatever you want on your debit card and just skip the ATM altogether?!

You have to pay for some in the UK too. Though most seem to be free, at least from what I've seen.

In the US, you generally have to pay a fee (even to check your balance) at a privately managed ATM. (A privately owned ATM, one not managed by a bank. Yup, those exist) You generally have to pay a fee at an ATM managed by a different bank than the one you bank at. Using your own bank's ATMs is generally done without a fee. In most cities, it is not hard to find an ATM managed by the bank you bank with, so it isn't much of an issue.
The problem is roadside stops (we have a lot of open area and highways here in the US) where private ATM companies charge crazy fees because they are the only ATM within 70+ miles. So it's a bit like charging a crazy fee for water because you own a lake in the middle of nowhere. Some private ATMs charge exorbitant fees even if they exist within urban environments; either because the population is too poor to drive to a better place or bank branch to get money, or because they realize people won't bother because it will cost more to get there (via taxi, bus, train, etc.) than just pay the fee.
So... yeah.

Srsly though every debit card I've seen works on the Visa or MasterCard network and even if you were stranded in the middle of Bumfuck County, Montana you could still get gas and refreshments as long as the station took MC and Visa.

Don't get me wrong: I think ATM fees are shitty but it seems like a strange windmill for Bernie to tilt at. Why would you have your money electronic then go convert it to paper and then spend it, only for the merchant to deposit it and have it credited (electronically) to their account? Why bother with the paper money step and incur the risk of it getting lost or stolen?
I mean if Bernie was advocating a "public option" for banking (like a return of postal savings accounts) I could get that — free checking is rare now and I'd be over a barrel if I weren't grandfathered in at my bank but the handwriting is on the wall for paper currency. He might as well be campaigning for subsidized fax machines.

Also why $2.00? A 10% fee on $40 withdrawal is "unreasonable" but a 5% ($2.00) fee is? Why? It seems terribly arbitrary. Why not $0.20 or $0.02? Why is $2 the "right" fee? Did Bernie do any analysis of the costs of running an ATM or did he just say "ah fuck it, two bucks sounds about right"?

Serious answer: I don't know why he chose that particular topic. I'm sure there are costs associated with operating an ATM, but there are ones that price gouge based on location. I don't think this is a topic that really needs to be addressed as a plank in the presidential campaign platform of any candidate though. (Because it's a bit like Obama saying he would close Guantanamo...)
