Would the game allow for a character build much like Alex DeLarge before the rehabilitation where you could just round up a gang and go do whatever the fuck you want out in the wasteland Mad Max style?

Not in the unmodded game. You can have one companion travel with you, though some of them will turn hostile if you do stuff like attack innocents.
There will very likely be a mod to allow something like what you're describing, but probably not until the Creation Kit is released.

I hadn't really thought about it. I suppose they're similar in a basic level, but on the whole id say they're pretty distinct.

I can see how somebody could think that. But, at the same time, I also fail to see how that's a bad thing. A huge, characterful open world with firearms? Sounds fun to me.
