First, I will explain how Reternalism got its name. It is a portmanteau of eternal and return, a phrase coined by Reternalism's first prophet: Friedrich Nietzsche. Here is a wikipedia about the eternal return https://en.wikipedia.org/wiki/Eternal_return
Pay close attention the Nietzsche quote.
That is the more philosophical side of Reternalism, now for the scientific side. As we all know, the universe was created by a singularity known as the big bang. As the singularity contained all the matter that would one day form the universe, this singularity is God (similar to pantheism). But what came before the big bang? Reternalists believe that before there was a big bang there was the big crunch; where the universe collapses in on itself. This is where Reternalism can go off in different tangents. The core Reternalist belief is that the previous universe was our universe and that during a big crunch, time flows backwards (as evidenced in the season 3 episode of Red Dwarf: Backwards). However, there may be another path the universe takes, where time doesn't reverse leading to different universes or 'time loops' at the start of the next big bang. This ties in with the multiple universes theory, because if each big bang differs, it will lead to a different universe. However, Reternalists believe the universe will always play out the same way; so you will have to live your life the exact same way over and over. Can you change it? Maybe. Through deja vu. Deja vu could be mind over matter, your mind transcending the universe and remembering a previous timeloop. Deja vu could also be a deviance in the current time loop, leading to an alternate reality.
The main God of Reternalism isn't a real, physical God, but a metaphorical one. Ouroboros represents the cyclical nature of the universe and encapsulates the essence of Reternalism.
To summarise; Reternalism is the belief that the universe will collapse into a big crunch, will result in another big bang and lead to our universe recreating itself for eternity and everything living their lives over and over like Groundhog Day. That hotdog you ate? Well it will be unlimited, because you will eat it an infinite amount of times across the timeloops. This is Reternalism.

He was actually captaining the USS Bozeman, but yes that's the episode.

Guinan has sensed that something in the timeline was wrong in Yesterday's Enterprise, but I don't recall her featuring in Cause and Effect. It was just Data who knew because him and Geordi teched up some tech to send him messages through repeating timelines.

Something I've never understood about that episode: how was the Bozeman trapped in the time loop for over 80 years when the Enterprise only collided with it 17 times?

I think the USS Bozeman was trapped and didn't have the advantage of a crew who have experienced weird temporal anomalies for breakfast. Seriously, the crew of NCC-1701D could put together a mystery and inevitably conclude it was some sort of temporal anomaly no matter what.
