I would suggest most of the world outside of America associates the flag with the Dukes of Hazzard. Because of TV

No one gives a fuck about America, outside of America. Literally no one. They care about their own countrys history generally, I mean no American knows anything about any other country so why would they think that the same lack of things are being taught in schools in other parts of the world?

To be fair "railroad" is a weird term for something that doesn't really involve rails. As a child you can't help but be confused by it. "Freed slaves network" would have been much better.

it was, in fact, known as the underground railroad at the time!
The metaphor of the railroad was used to teach and propagate information about where to hide and who was your friend along the way.
