A serviceable shotgun can be made from 1" steel pipe, a nail, plumbing fittings and other odds and ends. Designs (of course) vary widely but the book Zips, Pipes, and Pens: Arsenal of Improvised Weapons by J. David Truby is a good reference documenting hundreds of real life examples and discussing design considerations and feasibility.
In England I hear some cheeky wankers convert replicas or blank firing guns to shoot live ammo.
It's all terribly unsafe and illegal of course. Don't make guns at home.
