I'd been wondering about this myself, having also seen the "walking on sunshine" video.
It appears there's no psychoactive effect from the duster per se but the gas (freon basically) inside the duster causes asphyxiation so it's basically the choking game in a can.
You could get exactly the same effect off helium or get some whippets and get some real nitrous oxide.

Duster uses different fluoroethanes, which are commonly used as refrigerants. I think some other fluroethanes are also used in some kinds of anesthesia too, so maybe there is a similar effect. If you could get the same high by holding your breath for a few minutes, then I don't think people would be bothering buying the stuff.
