Not happening, would make anti-spam and dealing with trolls so much more of a nightmare than it already is. It would be an incredibly invasive change to the code as well, and would break any kind of user tracking. Including if you've already voted in a poll, and what your dashboard/ignore list settings are, for example. There is also no real way to implement that in any way where the administrator could not circumvent it. Restricting the permissions of the mods, sure, but making it so the admin can't spy? Impossible. They'll always have server access logs.

The android app is dead. I don't think it even works anymore due to google deprecating the push network used. You can now get push notifications through Chrome on Android using HTML5 features, this is under stuff.
