Some background required:

Across the other side of town from where I live is a housing commission district known as "Chigwell". This is the lowest rung on the ladder, a festering shit-hole full of fat, lazy drunks, face-picking meth-heads and ignorant, semi-illiterate scumbags. Although the residents are predominantly white, we refer to them as "chiggers" in the local vernacular. Do you consider this to be a racist epithet?
