This seems far-fetched as I always thought this was a rank one who joins the military has to earn by claiming through the ranks which is why you see all of these generals as old men.

All of these generals are also generally some of the smartest recruits, that's a very strong correlation.
It's not a general assignment, however, it'll determine the likelihood of your highest attained rank and will certainly serve a ceiling on any recommendation based on ability.
