Well, rainbow is like this hippie term people use now a days. basically though it's a household that runs communally, and you pay rent to hold a room there. $400 ended up going "missing" and was never received by the house owner

Okay, he can sue the guy he gave the money to in small claims court. But if he gets a judgment, he'll have to figure out a way to collect on it - garnishing wages, attaching bank account, etc. For that amount of money I wouldn't bother tbh.
