when you are in a position to cover the extra added $$$$$$$$$ to cool down the SP, maybe you will have a voice on content. Given such is a very sensitive issue to keep a decent cost SP on contract, perhaps you will have emptily for wallet going to empty otherwise.

Let me help you see it from say 4chans point of view (currently) Its very difficult for 4Chan and this has been true for some time. The huge number of users requires classy expensive servers. It has nada to do with 4Chans TOS or how they feel about dressed young children.
It is all about the upstream SPs they connect to that have HEAVY HANDED TOS with owners that consider child content for possible prurient interest {offensive to owners of upstream systems} Of recent date Racial hate and any possible related Child content is being clammed down. First with expensive higher Tier charges and notice that we do not want your traffic anymore.

I really don't think the situation is nearly as complex as you imagine.
4chan mods generally have no contact with or concern about upstream providers or higher tier traffic charges or whatever the fuck you are babbling about. They do what they are told and whatever else they feel they can get away with. They ban for whatever reason strikes their fancy.

I have been out of touch with Moot for some time now. I doubt from last discussions with him and at that time he was tearing his hair out over how to maintain his out of bounds high bandwidth traffic. He always seemed to be seconds away from collapse.
Nor do I have a clue how he does a hand off on business information in terms of delegating to Mods. I do know from recent contact with one who shares Moots ear, that he is TOS Upstream driven much in the same way Sherrod was/is driven and ended up shifting out of ED mode to a safer how to maintain Upstream as well as ad acceptable content. He may just say - hey mods cool it off with the ..."the" is the operative word. Anyone who recently followed 4Chan bans should have noticed one common factor. Racist content has been jammed to the curb. Little girls really has no place among Teens playing on the net.
