when a third of it is levels from the previous game? seems like a cop-out

is it like a reverse sonic adventure 2 thing where 1/3 of the game is good and 2/3 is bad?

I remember Rayman was barely in that game and that when they ported it to every platform and made sequels he wasn't in.
