RPG? Dragon Age Inquisition, definitely.
I put quite a bit into roleplaying my characters in Skyrim, but, to some extent, a Skyrim character is still a generic fantasy adventurer and is treated as such by the game world. Dragon Age Inquisition, for me, got the balance right. I had to give a pre-set history for my character, but their personality was still very customisable, and the world reacted to the way I'd built and had played my character.
I felt the character I made in DAI was truly "three-dimensional", to the point where I could even start to draw conclusions about her personality and goals just from observing the roleplayed choices I'd made.
On top of that, the fantastically-written story and lore just drew me in more than any RPG had before. The huge twist in the middle was especially excellent.

DAI is okay, I never quite got into it as much as the earlier DA games sadly. It is eerie how all the background NPCs don't move whatsoever, really destroys my immersion for some reason.

That's interesting, most consider DA2 to be the weakest.
Also, not sure I get the complaint about the NPCs not moving. I don't think they were particularly mobile in the other games. Like, the citizens in Denerim were always standing in the same places.

They might not have moved much, but at least they had idle animations, I think. My complaint with DAI was that the graphics were quite good, which sets the bar higher. Then you have all those fancy and pretty looking characters who don't move at all. They don't switch postures, etc. If there's an idler in the great hall who has their arms crossed, they will always have their arms crossed. They don't sway slightly or shift their posture, etc. It seemed like everyone was just a statue.
Also, I had to do too much running around to get to/from quests. It felt like a pretty but nearly empty MMORPG world.

Right, but that's not what I meant. They might get mixed up when you reload the area, but not while you are looking at them or are walking around in Skyhold. And it's not just in Skyhold, but almost every part of the game is filled with statues.
