Just a guess on this:
If NASA chose to host the photos on their servers - NASA with feeble budget these days ends up paying for bandwidth on down loads.

Flickr ends up being a no cost source of storage for NASA

Much like how Minichan uses Imgur as a way to off load BW they need not consider in its meager budget.
