Minecraft Pocket Edition has them, Minecraft Windows 10 Edition has them, yet regular Minecraft and the console versions don't.

Several different versions each with different features.

- Minecraft: Console Edition (Xbox 360, PlayStation 3, PlayStation 4, and Xbox One)
- Minecraft: Pocket Edition

Updates to combat like the removal of right click blocking and the inclusion of shields.
A lot of features added and bug fixes.

Row boats are exclusive to MC:W10E and MC:PE. I assume they did it for touch screen controls, but I'm sure they could implement it for a mouse and keyboard.
Basically it's just a chance to the boat system where you have to press two buttons and essentially make the boat moving by rowing.
Press the left button to make the boat turn left and the right to go right. To go straight press both at the same time.
Much better than the bullshit system we're stuck with on regular Minecraft.
