it's a decades old slang term for hydroponically grown marijuana. it's also always sinsemilla which simply means "without seeds." it's of a higher quality and has higher THC concentrations. usually it comes from strains that have been being artificially selected and bred over the last few decades. sometimes they'll have names like White Widow or Diesel. on the black market it's often sold as "kush" these days and they don't always retain the fancier names. if you're in a legal state, it's the high quality dope you can find in the shops. from what i hear a lot of the pot going around is being exported out of legal states.
lower quality weed is frequently called "reggie" or "schwag." a lot of that is grown in mexican fields with little quality control and the product is usually full of seeds and low concentrations of THC. it's compressed into a brick, smuggled over, and sold on the streets for next to nothing. there is also what's known as "popcorn" in a lot of circles. Popcorn is pretty much "reggie sinsemilla." you take some schwaggy seeds and either grow them indoors hydroponically or you grow them outdoors with a lot of quality control. by limiting the crop to all females you can avoid seed production and get nice, big, THC laden buds. of course it's not the fancy stuff so THC concentrations are not excellent, but merely good. it also gives off a lot less smell, so if you're going for a clandestine grow of any significant size then you want to be growing popcorn. unless you're doing some real pro air-filtering and exhaust. even then.

Interesting. I had been thinking popcorn weed was a byproduct of smaller, indica-dominant plants grown with less intense lighting. That might not be mutually exclusive to what you have described.
