Have you ever had a successful stand-off with the U.S. military without cheating?

There are mission where you fight them at the base. So yes.
They're tough, but you can generally put up a solid fight if you have a good position and top-tier weapons. In my experience, anyway.

Yes but it was a glitch because the base was empty for a while and I explored for a bit, then only a couple of soldiers showed up and I shot them and stole a jet.

Yes. You won't survive long if you go and chill in Fort Zancudo, but if you rush in with a car and immediately grab a tank you can use that to fuck them up. Sadly, you can't really get the tank back out iirc. You can steal a jet and GTFO with that, though. Or, if you're playing multiplayer, buy a kuruma and you can park there and be nearly invincible while you laugh in their faces. Until the tanks show up.
Btw, you can get cars inside by driving them up to the mountain to the right of the entrance of the fort, and just hopping the fence.

I don't think you can bud. What you need to do is get the military uniform and steal a military vehicle and just drive through the gate.
