that's what i thought! i know anontalk was moved around a bunch because his hosts kept dumping him, and i'm pretty sure he talked about wanting to try and at least start up his own DNS stuff and host it himself, but i thought he took it all the way and looked into forming his own ISP or something. i may be wrong, but, kimmo WAS crazy. maybe he was never kicked off his ISP though, maybe it was always just his hosting

i dunno, i'm sure people tried to get him kicked off his ISP. vocalon probably at least, he was ruthless and ended up being the reason kimmo took down anontalk. if you're going to blame anyone, blame vocalon.

You kind of already are your own ISP, one level below your actual ISP.
If you want to become a top-level ISP you need to own enough infrastructure to convince other top-level ISPs to peer network traffic with you for free. This would involve large amounts of network traffic being routed via whatever devices you have in this basement of yours, and you yourself would need to forward that traffic on to the next appropriate tier 1 network that is also peering with you. If all parties are happy to do that, then you can also be routing your normal browser requests to minichan.org onto this network that is peering with you, the only cost being that your switch might get quite hot from the extra traffic you are handling.
If this shitty home switch of yours cannot cope with this kind of volume, it may be worth your while somehow obtaining some infrastructure such as a transatlantic cable which will make this whole setup more sensible; you are now somewhat relevant to internet traffic routes. If you don't then I am afraid that your peering agreements may be in jeopardy as you cannot meet some kind of Service Level Agreement that the other tiered network require of you, if they even choose to put your network onto their routing tables.
It may be worth instead purchasing the bandwidth off a network so you don't have to peer with them, and you no longer have reason to care about what 'level' ISP they consider themselves (this will be a grey area anyway). But now you are back to where you started and you still don't own the Internet.

As I understand, Kimmo was kicked off of the various ISPs because his site kept getting DDoSed, and because it was reported for pedo shit.
Vocalon was (unintentionally) the final straw when he reported Kimmo to the last ISP he was using. I guess after that Kimmo had either run out of viable ISPs or just gave up.

pretty much this. you're almost definitely going to need to lay down a lot of cables to become relevant enough for other tier1 providers to want to peer with you. a lot more sensible would be to make a deal directly with one of these tier1 providers to give you an unmetered gigabit line directly to your house. you'll probably have to convince them you're a datacenter though.

He got kicked off of hosters, which aren't really ISPs in the way most people refer to them. A hoster can be their own ISP, but usually they just lease traffic from a tier1. Though some residential ISPs do this too.
So, kimbo's home (where people usually use the term ISP) was never in jeopardy. But the places he hosted his website at was, since we kept reporting him his site being filled with pedo shit. Oh yeah, he was a crazy asshole to providers that crossed him. I recall at least one instance of him spamming a ticket system. And then there's his hilarious list of "unserious fraud/scam companies", a few of which were hosts that booted him.

One can look up ISP's for sale. I have posted this reddit link before - This guy did it from scratch. There are many like him. He did his for wireless access.
